If it's not the rewards you care about, there is nothing stopping you from visiting all of the locations again on as many characters as you want. You can also visit other scenic locations if you wish. Given that the reward is direct HoM boost for many, I'm ok with it being one time per account. It doesn't do anything for my 50/50, but I think it's a nice good will gesture to those trying to finish getting however many points they want before GW2.

There's a lot of people who have some festive titles maxed, but still work on the other ones. It's a bit frustrating when you have drunkard maxed, you work on, say, party animal, and all that drops for you is absinthe. With the solution presented in this event people have choice on what they receive.

Similar here: opened gift on warrior after doing all the quests on my warrior, got a tormented sword. Very pleased.
I just have to say that these quests, the NPC dialogs, seeing all these places again...it's been a tearjerker, it really has. So, so many memories, so many familiar places. I cannot wait to do it over again.

They are 1pt items, only with a max value of 100-125g each. There are plenty of users who trade points in one category for another. I still don't think it warrents another item and NPCs that will likely only be used once.

But it's not really the same thing as doing the quests. I haven't done them yet but it seems it's something special with a motivation, the dialogues and such. Also reading the following...

I actually enjoyed the quests.
It made sure I saw all the little things that Anet created that I never noticed ( balths temple in the falls, the view from Anvil rock, etc), so for me it was fun playing the tourist.
The reward I could care less about since I maxed my HoM ages ago.
Did the sight seeing on my derv, nec opened the gift, nec got tormented soul reaping staff.
I usually dislike dumbing down the game or make rewards easier, but I suppose I can live with this.
Most people got a tormented weapon already, its not like armbraces are as valuable as prot BDS or envoy scythes.
Its customised, so you cannot trade them, and you need to be able to pretty much visit every place in every campaign, so there is still a bit of effort involved.
I can live with this.
But I do agree that its a shame that the quests are a one time only thing.
Perhaps its an idea to implement the Zaishen Tourist quests from now on?
visit 8 locations, get reward, get bonus for visiting in HM?

Seeing as people seem to be getting different Tormented Weapons depending on if they have an Torment weapons in their invent (Or so ive observed) do you think if i put my Torm Sword/Axe/Shield onto my Warrior, i would get the Hammer? Even if they are custo for a different char?
I wonder hmmm...

Well as had a few T wepons I thought I would try for another staff for a Mesmer
I gave the gifts to the Mesmer and obtained the wepon, aww it was a Sceptre instead of a staff. so you could be right in that respect.
As already had staffs but never wanted a Sceptre I was given one.
so who knows to be honest how the gift system works

A lot of those locations sucked the life out of me. Most of the quest was boring. But I did get to see the leviathan trapped in jade again and I found out that the crystal desert links to Nightfall's desert! That was a nice surprise I never knew about.
I'm glad it's over. I got my staff and I've uninstalled again.
FREEEEEEE!

That depends on your point of view. If you have been playing this whole time and have all the tormented weapons, then yes. If you took a two+ year break and are waiting for gw2 to release and you want to walk down that nostalgia road then it is awesome.
EDIT: All the statues of people we love closely related to ANet and the community are really cool. I especially love the ones of Gaile and Rubi.

just about done with this on 2 accounts (dragging one of my mule accounts for the lol)...
am also unsure as to which character to open it with--I have one who is working on getting a full weapon set on her own (dont ask--this was a goal from BEFORE the hom was account wide)...as a rit she would probably get a staff or wand (both of which my account already has as well as the focus)...so wonder what they will dump on her.
I was glad they did the quest--though wish they would have allowed it for more characters (with OUT the tormented reward)...nice to go to some of those places again---

Very true. The things they are saying are very funny as well from time to time. I was missing the frog though, he should have been next to Gaile.
